Colorado Sports Betting History
Everything began for Colorado and the rest of the U.S. States in May 2018. That's when the United States Supreme Court ruled that the Professional and Amateur Sports Protection Act (PASPA) was unconstitutional.
This ruling didn't automatically upon the door for legal sports betting, but it clearly took the right to enforce illegal sports gambling out of the hands of the federal government. It was now up to each individual state to consider the issue.
Colorado's legislators began talking about the bill during the summer of 2018. Most agreed that Colorado should offer legal sportsbooks in some form. There were few who disagreed. After months of negotiations, the final legislation was passed in May 2019.
While lawmakers agreed 27-8 that legal sports betting was a good idea for Colorado residents, it was up to the residents to make the final call. In November, HB19-1327 was placed on the Colorado ballot. Over a million Colorado residents cast a vote for or against legal sportsbooks.
The margin of error was extremely close, but the final tally box held 20,000 more votes for approval. Colorado's lawmakers began working on the guidelines and regulations. Almost immediately, Colorado saw how successful mobile sportsbooks were becoming in states already allowing sports betting.
It was part of their initial legislation. As they worked out the details of which casinos would be granted licenses for brick-and-mortar facilities, the push was on to gain access to Colorado's sports betting market via mobile.
As the final legislation began to unfold, it is important to note that Colorado lawmakers fought hard not to put any additional tax burden on residents. The entire 10 percent tax levied on sports betting revenue will be paid by the sportsbooks.
