It was part of their initial legislation. As they worked out the details of which casinos would be granted licenses for brick-and-mortar facilities, the push was on to gain access to Colorado's sports betting market via mobile.

As the final legislation began to unfold, it is important to note that Colorado lawmakers fought hard not to put any additional tax burden on residents. The entire 10 percent tax levied on sports betting revenue will be paid by the sportsbooks.
